<p>A story out of Jacksonville, Florida may be much ado about nothing or it may be the new status quo, and it’s got some citizens in the area concerned as to why the police would want to completely close off access to what the police are doing:</p>
<blockquote><p>For the first time ever in Jacksonville police radio traffic will be completely closed off to the public. Six years ago JSO [Jacksonville Sheriff's Office] began operating under encrypted radio frequencies, a result of 9/11.</p>
<p>When that change occurred a way to keep the public in the know was to provide those radios to the media. Last month a policy decision was made to take those back. At the time the only reason citied was a budgetary concern.</p>
<p>We asked a former public information officer at JSO, Ken Jefferson if this decision would limit access to the public’s information, he says it would.</p>
<p>“It will certainly enable them to control the flow of information because you don’t have the scanners to listen to them as it comes out,” says Jefferson. Without the ability to hear it in real time, “as its happening you’re going to have to rely on them.”</p>
<p>When we asked several council members for their take most were unaware of what this one policy decision by Sheriff Rutherford would actually mean. John Crescimbeni told us, “I don’t think the public realizes what’s happening.”</p>

<p>The media will now have to rely on Emergency Alert Response System (EARS) brodacasts to hear when police units are called out. However, EARS broadcasts often take hours to get from the police to newsrooms, if they ever show up at all.</p>
<p>JSO has cited budget, legal, and safety concerns as their primary reasons for removing the radios.</p>

<p>According to one source a brief radio report originating on AM690 (WOKV) in Jacksonville suggests there is much more to the story than this being a local decision based on budgetary, legal and safety reasons:</p>
<blockquote><p>This week they contacted all of the News Channels in Jacksonville and told them they must turn in all of their Police Scanners.</p>
<p>They were told the Department of Homeland Security has ordered this. Even though this article [excerpted and sourced above] does not mention Homeland Security, my local news talk radio station, AM 690, did report that the order came down from them. Jacksonville Florida Sheriffs Department are also in the process of changing all of their call codes as well. There are five local TV channels , they have all been ordered to turn in their scanners as well as the radio channels and also the newspapers. Now no one will now know what they are doing or saying.</p>
<p>Even our News Anchors on the local channels are visibly upset by these events, they have told the public that they must now rely on them and have all set up phone lines dedicated to receive news from the public and are asking people to please call in anything news worthy because like they said, it can now take hours or even days to report the news to people.</p>

<p>If this was, in fact, an order from Department of Homeland Security the obvious question is: why?</p>
<p>While Homeland Security and the rest of the <a href="http://www.smh.com.au/world/federal-family-sounds-good-for-a-government-in-need-of-a-makeover-20110831-1jm0u.html" target="_blank">federal family</a> of agencies works directly with local police departments across the country, the notion that they are giving direct orders to local police is alarming.</p>
<p>Unless there is a direct security threat to the Jacksonville area, DHS involvement doesn’t make sense, nor does a complete media access blackout.</p>

<p>Restricting access to police communications will make it impossible for media, and subsequently the population, to know what’s happening in the area.</p>
<p>If, for example, a serious threat exists police would be able to keep it under wraps until such time that they, or DHS, decide it’s time to let the public know.</p>
<p>The same holds true if large numbers of police officers or supporting personnel (e.g. military) are to be deployed to certain areas. No one would know until after the fact. Indeed a curious development.</p>
<p>No additional reports of Homeland Security involvement have been made available and it is unclear whether other cities in the United States are implementing similar restrictions on media access at this time.</p>

Its a real wake up call showing that Pittsburgh has a weakness in their communications grid. The FCC and State can change that next year. The sad part is that you will not get a chance to hear everything cause when they have another event like this, the Pittburgh Police will just suddenly just send keys to all personnel to begin the encryption sequence and start their war against the American people. That is what the NWO wants to happen. Even the digital scanner without that key will not be able to receive the signals. To them it is considered to be evaesdropping on their communications network and this might change the laws in PA.<br />

When the Chesapeake Police were using 2 way radios with just 2 channels<br />
or 3. They were operating very well. But when alot of scanning hobbyists<br />
tend to abuse the hobby that is when they went on 800 MHz in digital<br />
APCO 25 mode after 9/11. They used to be on the VHF-FM bands in the<br />
150 MHz region. You can simply pick up a $49 dollar multiband radio<br />
with VHF coverage and tune them in easily. The city of Chesapeake knew<br />
what was going on, that why they went out to get a digital system ready<br />
so the rich folks with digital trunking scanners can listen in, while others<br />
with just VHF-FM radio found something else to do. Well that is what is going to happen since Pittsburgh Police, Fire, EMS communications is being exposed all over the world. Scanner communications is something that is supposed to be a hush-hush type of hobby, heck you not even supposed<br />
to even retransmit it on your FM or AM transmitter for remote listening! You not even supposed to divulge the contents you hear, you must keep it to your self. It falls under the laws of the <a href="http://en.wikipedia.org/wiki/Electronic_Communications_Privacy_Act" target="_blank"><b>Electronic Communications Privacy<br />
Act of 1986</b></a>, huh? remember that? Pittsburgh Police communications is not something that is supposed to be a public broadcast otherwise they would have it available on <a href="http://www.hdradio.com" target="_blank">HD radio</a> on FM broadcasting. It falls under communications that is supposed to be personal and confidential just like paging systems, SCA-FM muzak, and your cordless telephone conversations, your FRS radios, your cell phone. These communications fall over the radio-telephone FCC rules. Read them! How would YOU feel if someone was playing a prank started setting up a scanner without your consent setting up your small business channels or your FRS communications network for the whole world to hear you fighting the NWO<br />
and then the NWO already has more power to evaesdrop on you, does not feel right, does it?? It would make you feel unconfortable and unsecure. Main reason why I don't use anything without privacy features I just use the internet and my cell phone, when me and a friend were on FRS channel 6 me and him were talking about engineering plans and electronics, and someone was eavesdropping talking back to us saying we suck bad! I don't even use 49 MHz or FRS radio transmitters unless its an emergency. I just use WiFi (secured) do not ever use open channel networks, not even the coffee shop networks.<br />

If you believe that Pittsburgh Police needs to be on a FM or AM broadcast radio station. Then <a href="http://www.monitoringtimes.com/html/laws.html" target="_blank"><b>READ THIS!</b></a> This is not the 1940's anymore its the millennium and someone will always come out with a new bill to pass and then some superior will always sign it blind fold and then bye-bye there goes your scanner radios along with your guns and ammo! Radio Shack and other places do not want to sell their digital scanners under $300.00. If you are lucky you might find them on Ebay or Craigslist under $300.00 You know why they are selling these radios to the rich? Cause they know that the poor are the ones that are under attack. I am getting tired of searching and waiting for prices to go down. I am about get my mothers Pro 96 from her house and happy with that. before they went digital they used to be on the simple to find VHF frequency 155.130 MHz, a frequency that could be found on a cheap ass VHF portable radio. Now they migrated to digital 800 MHz them and their Police State selves and Alien Bases in Chesapeake VA. Virginia Beach, VA is using 800 MHz type II motorola which is good I can still hear them even the fire dept and rescue. Norfolk, Portsmouth, same thing. Its Chesapeake I want to hear, but I am NOT going to pay $500 to hear them! Maybe $200 to $300 or less. Radio Shack is out of their crazy minds selling such Chinese made garbage for so much. TETRA communications in Europe is a way for the "bobby" police to get away with their<br />
police brutality. If the communications was available for the public to listen to then the<br />
crime rate would not be as high. ACPO 25 communications is supposed to be a project<br />
that is under construction, but it seems every police officer knows how to use the encryption feature on the radios to start the police brutality.
