<div class="acticle_clock"><p><span class="font-size-3">Israel’s 2014 military budget includes at least 10 billion shekels devoted to preparations for war with Iran, Haaretz newspaper reports. Top Jerusalem officials recently said that Israel may strike Tehran’s nuclear sites even without US help.</span></p>
<p><span class="font-size-3">The Tel Aviv daily cited three parliamentarians who had been present at joint committee meetings at the Knesset earlier this year, where figures of 10 to 12 billion shekels (US$2.89 billion to $3.47 billion) were touted by senior Israel Defense Forces officials. The sum is being spent on preparing for an air strike on Iran’s nuclear facilities, even if it does not take place. It constitutes about one-fifth of the total military budget – about the same amount that was spent last year.</span></p>
<p><span class="font-size-3">The parliamentarians said they questioned the decision to maintain funding in view of Tehran’s softening relations with the West, only to be told by army commanders that Israel’s political leaders ordered them to continue regardless.</span></p>
<p><span class="font-size-3">While the world’s leading powers have eased sanctions on Iran in exchange for its curtailing of its nuclear enrichment program – and have been negotiating in Vienna this week – Israel has remained steadfast in its belief that Tehran is attempting to develop its own nuclear weapons, and is using the talks to buy themselves time and economic relief.</span></p>
<p><span class="font-size-3">On Monday, Israeli Defense Minister Moshe Yaalon criticized the US for wishful thinking during its attempts to find a diplomatic solution.</span></p>
<p><span class="font-size-3"><em>"Weakness certainly does not pay in the world,"</em> Yaalon told students at Tel Aviv University.</span></p>
<p><span class="font-size-3"><em>"No one can replace the US as the world's policeman. I hope the US will come to its senses."</em></span></p>
<p><span class="font-size-3">Yaalon, who represents Prime Minister Netanyahu’s center-right Likud party, further reiterated his superior’s claims that Israel needed to act preemptively.</span></p>
<p><span class="font-size-3">"<em>If we wished others would do the work for us, it wouldn't be done soon, and therefore in this matter, we have to behave as if we can only rely on ourselves</em>," said Yaalon.</span></p>

<p>As tension grows over Iran’s nuclear program, the Islamic Republic has given its military the go-ahead to counter attack, according to <a href="http://www.presstv.ir/detail/2013/03/16/293894/iran-cmdrs-authorized-to-counterattack/" target="_blank">Press TV</a>.</p>
<p>“Our commanders have received authorization to immediately respond to any hostile action by the enemy without allowing enemy to think twice [about its act of aggression],” Brigadier General Masoud Jazayeri, the Deputy Chief of Staff of Iran’s Armed Forces, said on Saturday.</p>
<p>Press TV reported that the decision was made in response to recent threats by Israel to attack Iran. On March 4, in a speech delivered to the annual American Israel Public Affairs Committee, Israeli prime minister Benjamin Netanyahu said if Iran crosses “the red line” Israel has established a military response to its nuclear program is inevitable.</p>
<p>“Words alone will not stop Iran. Sanctions alone will not stop Iran. Sanctions must be coupled with a clear and credible military threat if diplomacy and sanctions fail,” Netanyahu said.</p>
<p>On Sunday, Iran launched a domestically built Jamaran-2 <a href="http://www.foxnews.com/world/2013/03/17/report-iran-launches-destroyer-in-caspian-sea/" target="_blank">guided missile destroyer</a> from the port city of Anzali, about 150 miles northwest of Tehran on the oil-rich Caspian Sea.</p>
<p>Iran, Russia, Azerbaijan, Kazakhstan and Turkmenistan are at odds on how the strategic area should be divided.</p>

Romney: Will October Bring a Political Surprise?</em></a>, ABC’s Russell Goldman speculates that an Iranian attack on American interests could swing the election one way or the other, even suggesting that Mitt Romney may have “cut a deal” with Iran to undermine Obama.</p>
<p align="left">“Were something to occur in the days before the election, it’s impossible to know how it might affect the voting,” he writes.</p>
<p align="left">The fact that polls show Romney and Obama are so closely tied, “increases the likelihood that an unexpected event can shape the polls,” writes Goldman, pointing to the Iranian hostage crisis on the eve of the 1980 election which helped Ronald Reagan defeat Jimmy Carter.</p>
<p align="left">“You can term any unexpected event in late October or early November an ‘October surprise,’” said Larry Sabato, director of the Center for Politics at the University of Virginia. “The surprising thing is that we’re surprised by it every four years.”</p>
<p align="left">As we covered at the time, the 2004 appearance of Osama Bin Laden in a videotaped message a few days before the presidential election in which he all but urged people to vote for Senator John Kerry was later acknowledged by both George W. Bush and John Kerry as the deciding factor behind Bush’s victory in that year’s closely fought election contest.</p>
<p align="left">Bin Laden’s intervention was so controversial and crucial that veteran newscaster <a href="http://www.prisonplanet.com/articles/october2004/291004binladenappears.htm">Walter Kronkite told Larry King at the time</a> that he thought the whole episode was a “set-up” orchestrated by Karl Rove.</p>
<p align="left"><a href="http://www.infowars.com/october-surprise-to-carterize-obama/">Geopolitical analysts have speculated</a> that the recent uproar over the anti-Muhammad film is a pre-cursor to an October surprise that will be exploited by neo-conservatives to “Carterize” President Obama and ensure Mitt Romney, a closer ally with Israel’s Bibi Netanyahu, is installed in his place.</p>
<p align="left">It has even been suggested that Barack Obama may have an October surprise of his own ready and waiting, taking a cue from Bush’s 2004 success by preparing to release long-awaited photos showing the dead corpse of Osama Bin Laden.</p>
<p align="left">In the days following the announcement that Bin Laden had been killed, Obama enjoyed a significant bounce in his approval ratings - <a href="http://www.pbs.org/newshour/rundown/2011/05/bin-laden-bounce-obamas-approval-rating-jumps-except-for-economy.html">jumping 9 percentage points</a> almost overnight.</p>
<p align="left">Given the amount of flak Obama has been receiving over his foreign policy failure in the aftermath of the attack on the U.S. consulate in Benghazi, nothing is outside the realms of possibility.</p>

<p>Eternally controversial Iranian president Mahmoud Ahmadinejad is in New York City and will make his final address as president to the 67th session of the United Nations General Assembly—a visit that comes at a particularly tense time for US-Middle Eastern relations. </p>
<p><a href="http://www.tehrantimes.com/politics/101679-ahmadinejad-travels-to-new-york-for-final-visit-to-un">The Tehran Times reports that</a> 100 people will accompany the Iranian president to New York City, and that many more were denied visas to join him.</p>
<p><a href="http://www.haaretz.com/news/middle-east/report-u-s-refuses-entry-to-20-iran-officials-ahead-of-un-meet-in-new-york-1.466203">Haaretz reports that 20 Iranian officials</a>were denied visas to the United States, including ministers and top aides. </p>
<p>Ahmadinejad's second, final term as Iranian President is slated to end next year. </p>
<p>He claims that he will attempt to focus on the non-aligned movement in his assembly speech at a meeting focused on the rule of law, <a href="http://www.tehrantimes.com/politics/101679-ahmadinejad-travels-to-new-york-for-final-visit-to-un">added the Tehran Times</a>—though if history holds true, he may diverge somewhat from his planned message. </p>

<p>As speculation mounts that Israel could launch air strikes on Iran before U.S. elections in November, Mohammad Ali Jafari told a news conference that the Jewish state would be destroyed if it took such a step.</p>
<p>"Their threats only prove that their enmity with Islam and the revolution is serious, and eventually this enmity will lead to physical conflict," Jafari said when asked about Israeli threats to strike Iran's nuclear facilities, the Iranian Students' News Agency (ISNA) reported.</p>
<p>"We are making all efforts to increase our defensive capabilities so that if there is an attack ... we could defend ourselves and other countries that need our help with high defensive capabilities."</p>
<p>Jafari's comments, made at an Islamic Revolutionary Guard Corps (IRGC) military exhibition, come as Israeli leaders have increased their rhetoric against Iran.</p>
<p>"A war will occur, but it's not clear where or when it will be," Jafari was quoted as saying on Saturday. "Israel seeks war with us, but it's not clear when the war will occur."</p>

<p>“Our response to Israel is clear: I think nothing will remain of Israel (should it attack Iran). Given Israel’s small land area and its vulnerability to a massive volume of Iran’s missiles, I don’t think any spot in Israel will remain safe,” said <a href="http://www.huffingtonpost.com/huff-wires/20120916/ml-iran-nuclear/" target="_blank">Gen. Mohammad Ali Jafar</a>.</p>
<p>He also said Iran would close down the Strait of Hormuz, strike U.S. bases in the Middle East, and withdraw from the Nuclear Non-Proliferation Treaty.</p>
<p>“The US military bases sprawled around Iran are considered a big vulnerability. Even the missile shields that they have set up, based on information we have, could only work for a few missiles but when exposed to a massive volume of missiles, the shields will lose their efficiency and will not work,” he explained.</p>
<p>According to The Telegraph, leaders in the West are certain Iran will move to close down the Strait of Hormuz if its nuclear facilities are attacked. Approximately 35 per cent of the world’s oil supply currently moves through the Strait.</p>
<p>“If a war breaks out where one side is Iran and the other side is the West and U.S., it’s natural that a problem should occur in the Strait of Hormuz. Export of energy will be harmed. It’s natural that this will happen,” said Ali Jaffer.</p>
<p>The Telegraph says Iran’s Islamic Revolutionary Guards Corps navy will use an “access-denial” strategy and directly target warships and attack merchant shipping.</p>
<p>The newspaper reports warships from more than 25 countries, including the United States, Britain, France, Saudi Arabia and the UAE, began a 12-day exercise on Saturday in the Gulf. The multi-national force includes three US Nimitz class carrier groups hosting more aircraft than Iran’s entire air force.</p>
<p>The war game is the largest ever conducted in the region. It will concentrate on breaking an Iranian blockade of the Strait of Hormuz and perform drills to counter Iranian mining.</p>
<p>In October, Iran will stage its own exercises in the Persian Gulf to demonstrate its ability to defend the country against the threat of attack. Iran is showcasing the exercise as the “biggest air defense war game in the Islamic Republic’s history, and will be its most visible response yet to the prospect of an Israeli military strike,” according to The Telegraph.</p>
<p>During the exercise, Iran will use aerial drones, surface-to-air missiles, and radar described as state-of-the-art. In an effort to ward off an Israeli air attack, the Revolutionary Guard will test the defenses of 3,600 strategic locations around the country.</p>
<p>Sources inside the Obama administration believe an attack is inevitable and will come prior to the election in November.</p>
<p>In late August, it was reported that Israel will strike Iran before the election. Alon Ben-David, described by the <a href="http://www.dailymail.co.uk/news/article-2191524/Israel-plans-attack-Iran-U-S-elections-Iran-unveils-weapons-upgrades.html" target="_blank">Daily Mai</a>l as a well-informed military correspondent for Israel’s Channel 10 News, claimed that Israel was “closer than ever” to a strike against Iran.</p>

<p>The killings of the US ambassador to Libya and three of his staff were likely to have been the result of a serious and continuing security breach, <em>The Independent</em> can reveal.</p>
<div class="body"><p>American officials believe the attack was planned, but Chris Stevens had been back in the country only a short while and the details of his visit to Benghazi, where he and his staff died, were meant to be confidential.</p>
<p>The US administration is now facing a crisis in Libya. Sensitive documents have gone missing from the consulate in Benghazi and the supposedly secret location of the "safe house" in the city, where the staff had retreated, came under sustained mortar attack. Other such refuges across the country are no longer deemed "safe".</p>
<p>Some of the missing papers from the consulate are said to list names of Libyans who are working with Americans, putting them potentially at risk from extremist groups, while some of the other documents are said to relate to oil contracts.</p>
<p>According to senior diplomatic sources, the US State Department had credible information 48 hours before mobs charged the consulate in Benghazi, and the embassy in Cairo, that American missions may be targeted, but no warnings were given for diplomats to go on high alert and "lockdown", under which movement is severely restricted.</p>
<p>Mr Stevens had been on a visit to Germany, Austria and Sweden and had just returned to Libya when the Benghazi trip took place with the US embassy's security staff deciding that the trip could be undertaken safely.</p>

<p>Iran is set to unveil a “domestically produced” cruise missile capable of reaching Israel and being launched “from land, sea, and air,” according to Iranian media reports.</p>
<p>Dubbed “Meshkat,” the existence of the long range Iranian missile was made public over the weekend by Iranian Deputy Defense Minister Mehdi Farahi, <a href="http://www.mehrnews.com/en/NewsDetail.aspx?NewsID=1692970">according</a> to the Mehr News Agency.</p>
<p>With a range of 2,000 kilometers, or 1,242 miles, the missile could easily reach Israeli cities, including Jerusalem.</p>
<p>The report quotes Farahi as telling Iran’s Press TV that the weapon will serve as “the upper hand of the Armed Forces of the Islamic Republic of Iran. … [The] Meshkat cruise missile, which God willing will be unveiled soon, has a range of more than 2,000 kilometers.”</p>
