The House Judiciary and Oversight Committees are seeking to interview FBI Deputy Director Andrew McCabe and two other agents as part of a joint investigation into bureau's actions during the 2016 election.
In particular, the investigation is looking into the FBI and the Justice Department's handling of two investigations: the probe into Hillary Clinton's use of a private email server during her tenure as secretary of State and the investigation into possible ties between Trump campaign associates and Russia.
In a letter to Attorney General Jeff Sessions and his deputy, Rod Rosenstein, Rep. Bob Goodlatte (R-Va.), the chairman of the Judiciary Committee, and Rep. Trey Gowdy (R-S.C.), the chairman of the Oversight Committee, ask the Justice Department to make McCabe, FBI chief of staff Jim Rybicki and FBI counsel Lisa Page available for transcribed interviews

Rybicki is a (relatively) new name in all of this.
It appears he first came on the radar back in June 2017. He worked closely with Comey as chief of staff and is said to not trust AG Sessions.
Since then, his name hasn't been found anywhere. Lisa Page is of course the mistress in the Strzok issue, but she's also the attorney that some have speculated was behind the FISA warrant.
McCabe did his thing today and nothing has been leaked. Ohr is doing his thing in front of the Senate tomorrow (behind closed doors). And now Congress wants McCabe on record in addition to 2 other people that they haven't even spoken to yet.

It appears McCabe gave them a bunch of information regarding the Clinton server and FISA warrant. Specifically, they want to ask the people mentioned in the post title (on record) about:
