<p>A stark example of how dangerous and invasive drone technology can be was provided when a small hobbyist drone was recently found to have buzzed around Florida capturing images of people’s apartment windows and even a bikini clad sunbather, before dropping out of the sky and crashing into a tree.</p>

<p>The rotor propelled drone was obtained by Florida news organisation WKMG-TV, where reporters reviewed roughly two hours of footage shot by an attached GoPro camera.</p>
<p><a href="http://www.clickorlando.com/news/local-6-finds-drone-hovering-over-central-florida/-/1637132/20611692/-/seec0uz/-/index.html" target="_blank">WKMG-TV’s report</a> states:</p>

In one shot, the drone races toward an apartment window, getting within feet of the glass.</p>
<p>In another shot, the drone hovers over a female sunbather at a pool. She’s completely unaware that it’s there, and she never looks up.</p>
<p>But the scariest shot of all shows the drone wobbling high over I-4 as cars zoom by down below. The drivers have no idea that the drone was out of control at that point, and only seconds away from crashing.</p>

<p>The station was able to find the owner of the drone who pleaded innocence, stating “The only thing I want to do is essentially record a flight, put some music on it, and put it on YouTube.”</p>
<p>The man said that an electrical fault caused him to lose control of the drone. He also admitted that the case provides a clear example of how the technology can be misused and could lead to harm. <script type="text/javascript">

<p>“If someone does do something stupid, they’re the bad apple, the bad egg. They’re the exception, they’re not the vast majority of us. The vast majority of us just do this for fun.” he told reporters.</p>
<p>WKMG showed the footage from the drone to State Representative Dana Young (R-Tampa) who told the reporters that it makes her “want to go back and look at the law we passed last year, and see if there are ways to tweak it.”</p>
<p>The current law governing drones in Florida does not apply to hobbyists flying small UAVs.</p>
<p>Despite the clear dangers and privacy issues concerning drones, a recent survey shows that two thirds of Americans support the use of unmanned spy drones for “homeland security missions,” despite the fact that such missions will include identifying gun owners and tracking the location of individuals via their cellphones, according to government documents.</p>
<p align="left">The poll, conducted by the Institute for Homeland Security Solutions (IHSS), a research consortium led by <a href="http://www.rti.org/newsroom/news.cfm?obj=62BDC848-5056-B100-0C6256D7F3203F25">RTI International</a>, shows that 67% of Americans support the use of unmanned spy drones for “homeland security missions,” and that 63% support their use in “fighting crime”.</p>
<p align="left"><a href="http://www.infowars.com/big-sis-testing-drones-that-can-detect-guns/">As we reported in April</a>, the DHS is testing a number of different drones at a scientific research facility in Oklahoma that have sensors capable of detecting whether a person is armed. A <a href="http://www.youtube.com/watch?feature=player_embedded&v=OHEL2C6oCg8">promotional video</a> for the Shadowhawk drone depicts the UAV being used to spy on a private gun sale.</p>
<p align="left"><a href="http://news.cnet.com/8301-13578_3-57572207-38/dhs-built-domestic-surveillance-tech-into-predator-drones/">CNet’s Declan McCullagh also obtained government documents</a> which show how the DHS is customizing Predator drones originally designated for overseas military operations “to carry out at-home surveillance tasks that have civil libertarians worried: identifying civilians carrying guns and tracking their cell phones.”</p>
<p align="left">Experts predict that there will be 30,000 surveillance drones in American skies by 2020 following a bill passed last year by Congress that permits the use of unmanned aerial spy vehicles on domestic soil.</p>
<p align="left">Last week, FBI director <a href="http://rt.com/usa/fbi-director-mueller-drones-947/">Robert Mueller told Congress</a> that the agency was already using drones for surveillance on U.S. soil on a limited scale.</p>
<p align="left"><a href="http://www.washingtonpost.com/world/national-security/fbi-has-received-aviation-clearance-for-at-least-four-domestic-drone-operations/2013/06/20/a040edb6-d9df-11e2-8ed8-7adf8eba6e9a_story.html">Recently released FAA documents</a> show that the FBI has received clearance to conduct surveillance drone operations inside the U.S. on at least four occasions since 2010.</p>

<p>Calling it “objectionable and crude,” Apple will not allow the program’s developer to offer the app to iPhone users, stating it violates the “objectionable content” guideline pertaining to developers that submit new programs.</p>
<p>Josh Begley, the New York-based programmer that created the Drones+ app, says there’s absolutely nothing offensive about his app. “If the content is found to be objectionable, and it’s literally just an aggregation of news, I don’t know how to change that,” Begley told <a href="http://www.wired.com/dangerroom/2012/08/drone-app/" target="_blank">Wired Magazine</a>.</p>
<p>The app would effectively report drone strikes conducted around the world, sending a map with the strike location, an optional push notification and a short report from the UK’s Bureau of Investigative Journalism to users. It also tallies up recent strikes showing the most affected regions in the Middle-east.</p>
<p>Begley told Wired that his intention was not to bring about a controversial application, but rather to bring drone awareness into mainstream public consciousness, allowing app-owners to decide what to do with the information, hopefully contributing an engaging conversation topic.</p>
<p>In their last rejection on August 27th, Apple denied Begley’s app, telling him by email, “We found that your app contains content that many audiences would find objectionable, which is not in compliance with the App Store Review Guidelines.”</p>
<p>According to <a href="http://www.theblaze.com/stories/apple-refuses-to-approve-app-that-alerts-you-to-u-s-drone-strikes/" target="_blank">TheBlaze.com</a>, if Apple strikes down Begley’s app a fourth time, he will consider configuring the app for Android users instead.</p>
<p>It’s obvious Apple is trying to save face for the very nation conducting the strikes, where, in Pakistan, <a href="http://www.infowars.com/death-from-above-navy-drone-logo-features-grim-reaper/" target="_blank">it is believed</a>that more than 1,000 innocents have been killed from drone strikes since 2004.</p>

<p>A newly discovered Air Force intelligence brief states that should fleets of unmanned drones accidentally capture surveillance footage of Americans, the data can be stored and analyzed by the Pentagon for up to 90 days.</p>
<p>The instruction, dated April 23, admits that the Air Force cannot legally conduct “nonconsensual surveillance” on Americans, but also states that should the drones”incidentally” capture data while conducting other missions, military intelligence has the right to study it to determine whether the subjects are legitimate targets of domestic surveillance.</p>
<p>“Collected imagery may incidentally include US persons or private property without consent,” the instruction states.</p>
<p>The Air Force can take advantage of “a period not to exceed 90 days” to use the data to assess “whether that information may be collected under the provisions of Procedure 2, DoD 5240.1-R and permanently retained under the provisions of Procedure 3, DoD 5240.1-R.” it continues.</p>
<p>The Pentagon directives cited authorize limited domestic spying in certain scenarios such as natural disasters, environmental cases, and monitoring activity around military bases.</p>
<p>Should the drones capture data on Americans, the Air Force says that it should determine whether they are, among other things, “persons or organizations reasonably believed to be engaged or about to engage, in international terrorist or international narcotics activities.”</p>

<p>The instruction also states that the Pentagon can disseminate the data to other intelligence and government agencies, should it see fit.</p>
<p>“Even though information may not be collectible, it may be retained for the length of time necessary to transfer it to another DoD entity or government agency to whose function it pertains.” the document reads.</p>
<p>The document was discovered by Steven Aftergood of the Federation of American Scientists.</p>
<p>As we reported in February, Over 30 prominent watchdog groups have banded together to petition the FAA on the proposed increase in the use of drones in US airspace.</p>
<p>The groups, including The American Civil Liberties Union, The Electronic Privacy Information Center and The Bill of Rights Defense Committee, are demanding that the FAA hold a rulemaking session to consider the privacy and safety threats.</p>
<p>Congress recently passed legislation paving the way for what the FAA predicts will be somewhere in the region of 30,000 drones in operation in US skies by 2020.</p>
<p>The ACLU noted that the FAA’s legislation “would push the nation willy-nilly toward an era of aerial surveillance without any steps to protect the traditional privacy that Americans have always enjoyed and expected.”</p>

<p>The 'request' pointed out the need for the unmanned aircraft to operate in the Arctic. The aircraft should also be able to carry precision-guided munitions, the government said.</p>
<p>"This capability will allow the CF [Canadian Forces] to fill critical deficiencies," industry officials were told in the request for information sent to them July 23.</p>
<p>According to DND documents, the military intends to spend around $1 billion on the project.</p>

Attorney General Eric Holder publicly defended the drone killing of an American citizen [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a2">2</a>], while Obama’s counter terrorism czar John Brennan publicly explained and justified the target killing program [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a3">3</a>]. And a New York Times article by Jo Becker and Scott Shane chronicled Obama’s personal role in vetting a secret “Kill List.” [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a4">4</a>]</p>
<p>This striking new transparency, the official acknowledgment for the first time of a broad-based US assassination and targeted killing program, has resulted from the unprecedented and controversial visibility of drone warfare. Drones now make news every day, and those of us who have been protesting their use for years have heightened their visibility in the public eye, forcing official acknowledgment and fostering worldwide scrutiny. This new scrutiny focuses not only on drone use but also, and perhaps more importantly, on the targeted killing itself – and the “kill lists” that make them possible.</p>
<p>This new exposure has set off a firestorm of reaction around the globe. Chris Woods of the Bureau of Investigative Journalism told Democracy Now! “The kill list got really heavy coverage … newspapers have all expressed significant concern about the existence of the kill list, the idea of this level of executive power.” [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a5">5</a>] A Washington Post editorial noted that “No president has ever relied so extensively on the secret killing of individuals to advance the nation’s security goals.” [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a6">6</a>] Becker and Shane of the Times pronounced Obama’s role “without precedent in presidential history, of personally overseeing the shadow war …” [<a href="http://truth-out.org/news/item/10697-assassination-nation-from-the-phoenix-program-to-predator-drones#a7">7</a>] And former president <a href="http://www.commondreams.org/author/jimmy-carter">Jimmy Carter</a> insisted, in a recent editorial in <a href="http://www.nytimes.com/2012/06/25/opinion/americas-shameful-human-rights-record.html">The New York Times</a>, “We don’t know how many hundreds of innocent civilians have been killed in these [drone] attacks, each one approved by the highest authorities in Washington. <p>President Obama’s drone fever is contagious and is spreading worldwide, and the American industries that build the drones are slavering over the chance to supply the demand.</p>
<p>Christopher Ames, the director of international strategy development for Pentagon contractor General Atomics Aeronautical, was almost gleeful i<a href="http://www.reuters.com/article/2012/07/11/us-airshow-drones-predator-idUSBRE86A10U20120711" target="_blank">n his statement to Reuters</a> regarding the opening of a potentially lucrative overseas market for his company’s remote control killing machines.</p>
<p>“There has been very considerable international interest,” he told Reuters. “There have been countries that for a long time have been asking for Predator… (the export variant) opens up those markets to us.”</p>
<p>Ames would not disclose which countries were expressing the most interest in acquiring his company’s drones, but he did confirm that Latin America, the Middle East, and Southeast Asia “were all areas of considerable buyer interest.”</p>
<p>Diplomatic cables released by WikiLeaks reveals that several regimes, including those in the United Arab Emirates and Saudi Arabia, have tried to secure contracts to purchase armed drones from American providers but have thus far been unsuccessful.</p>

<p>In fairness, General Atomics isn’t the only American defense contractor anxious to peddle the Predator-style drones to other eager governments. Northrop Grumman and other companies continue to lobby Congress and the White House to ease export restrictions on drone sales. Such wide open sales could, of course, result in the drones ultimately ending up in the hands of regimes that would use the devices to harm American interests around the globe — Iran, for example.</p>
<p>The prohibition currently in place was established in 1987. As <a href="http://www.allgov.com/US_and_the_World/ViewNews/Drone_Makers_Push_to_be_Allowed_to_Expand_Foreign_Sales_120703" target="_blank">an article on AllGov.com reports</a>:</p>
<p>In 1987, the Reagan administration joined other democracies (but not Israel) in signing an agreement that prohibited the sale of unmanned aircraft that carry 1,102 pounds for more than 186 miles at a time. Because UAVs [unmanned aerial vehicles] below this size are allowed, some manufacturers have begun to get around the restrictions by building smaller drones.</p>
<p>Manufacturers aren’t happy having to adhere to these Reagan-era restrictions. Wes Bush, Northrop’s president and CEO, argues that “export restrictions are hurting this industry in America without making us any safer.”</p>
<p>What is certain is that additional arms sales will not make us safer, either. Daryl Kimball, executive director of the Arms Control Association, <a href="http://articles.latimes.com/2012/jul/01/business/la-fi-drone-foreign-sales-20120701" target="_blank">told the <em>Los Angeles Times</em></a> that making larger and deadlier drones could make starting wars much easier and cheaper for governments currently considering such operations.</p>
<p>“The proliferation of this technology will mark a major shift in the way wars are waged,” Kimball said. “We’re talking about very sophisticated war machines here. We need to be very careful about who gets this technology. It could come back to hurt us.”</p>
<p>Not accustomed to not getting their way, drone manufacturers know that the way to a congressman’s heart is through his wallet.</p>
<p>Chances are readers have never heard of the <a href="http://unmannedsystemscaucus.mckeon.house.gov/" target="_blank">Unmanned Systems Caucus</a>.</p>
<p>The relationship between drone makers and lawmakers was <a href="http://www.knau.org/post/drone-makers-and-their-friends-washington" target="_blank">recently reported by an Arizona radio station</a>:</p>
<p>The drone caucus — like the technology it promotes — is becoming increasingly important in the nation’s capitol as the government looks to unmanned vehicles to help save money on defense, better patrol the country’s borders and provide a new tool to U.S. law enforcement agencies and civilians.</p>
<p>“It’s definitely a powerful caucus,” said Alex Bronstein-Moffly, an analyst with First Street Research Group, a D.C.-based company that analyzes lobbying data.</p>
<p>“It’s probably up there in the more powerful caucuses that sort of is not talked about.” And, he says, caucus members are well placed to influence government spending and regulations.</p>
<p>Congressman Howard P. “Buck” McKeon (R-Calif.) is the co-chair of the caucus. Notably, McKeon also serves as the chairman of the House Armed Services Committee.</p>
<p>It is noteworthy that the caucus includes eight members of the House Committee on Appropriations, the body that has substantial control over the federal government’s purse strings.</p>
<p>Many of the drone caucus members are supported financially by the industry they endorse. <a href="http://firststreetresearch.cqpress.com/2012/05/01/drones-in-u-s-air-space-the-next-lobby-frontier/" target="_blank">According to Bronstein-Moffly’s data</a>, the 58 drone caucus members received a total of $2.3 million in contributions from political action committees affiliated with drone manufacturers since 2011.</p>
<p>Furthermore, 21 members of the drone caucus represent border states. These congressmen received about $1 million in deposits to their campaign coffers from top large drone makers in the 2010 and 2012 election cycles, according to information reported by the Center for Responsive Politics and analyzed by Fronteras Desk and Investigative Newsource.</p>
<p>For example, General Atomics is among the top three all-time campaign contributors to California Congressmen Brian Bilbray, Ken Calvert, Jerry Lewis, and McKeon.</p>
<p>In 2010 and 2012, General Atomics’ PAC has paid out over $140,000 in donations to drone caucus members representing states located on the border with Mexico.</p>
<p>A PAC largely financed by Northrop Grumman contributed about $150,000 to 16 congressmen in the drone caucus who represent districts in California, Texas, Arizona, and Nevada.</p>
<p>No wonder these companies are champing at the bit to grease the skids for the removal of obstacles to their overseas sales plans. In <a href="http://tealgroup.com/index.php/about-teal/teal-group-in-the-media/3/79-teal-group-predicts-worldwide-uav-market-will-total-89-billion-in-its-2012-uav-market-profile-and-forecast" target="_blank">a recently published study</a>, the Teal Group estimates that UAV spending will almost double over the next decade from current worldwide UAV expenditures of $6.6 billion annually to $11.4 billion, totaling just over $89 billion in the next 10 years.</p>
<p>“The UAV market will continue to be strong despite cuts in defense spending,” said Philip Finnegan, Teal Group’s director of corporate analysis and an author of the study. “UAVs have proved their value in Iraq, Afghanistan and Pakistan and will continue to be a high priority for militaries in the United States and worldwide.”</p>
<p>The millions spent by these drone manufacturers to federal legislators seem to be influencing the White House, as well. President Obama has already announced his plan to supply missiles that will arm the drones already sold to Italy.</p>
<p><a href="http://mobile.reuters.com/article/idUSBRE84S1BU20120529?irpc=932" target="_blank">According to a story printed by Reuters</a>, the Obama administration will proceed with the implementation of its projected sale of American-made drones to Italy. Italy will then join the United Kingdom in deploying the remote control weapons loaded with “laser-guided bombs and Hellfire missiles.”</p>
<p>Until the sale of the weaponry is complete, Italy’s reported arsenal of six Reaper drones sits unarmed and thus useless to the president and his global allies who remain committed to avoiding the tedium of trials of those suspected of threatening international security.</p>
<p>The cost of mounting these sophisticated weapons to the Italian drones runs about $17 million, money that can then be redistributed into accounts funding the cost of policing the globe and protecting the “homeland.”</p>
<p>Now that the National Defense Authorization Act has designated the United States as an active theatre in the interminable War on Terror, it’s about time Europe be officially tagged, as well. The sale of drone weapons to Italy (and previously to Britain) is likely just the first of many such deadly deals to be made with other regimes clamoring to join the claque of countries with the capacity to eliminate enemies with the push of a button.</p>
<p>While it is the policy of the State Department to not comment on proposed sales of U.S. military hardware until formal notifications have been completed, one State Department official <a href="http://www.reuters.com/article/2012/05/29/us-italy-usa-drones-idUSBRE84S1BU20120529" target="_blank">quoted by Reuters</a> described his position on the greater good served by increasing the size of the global drone market:</p>
<p>“The transfer of U.S. defense articles and service to allies like Italy enables us to work together more effectively to meet shared security challenges,” said the official, who declined to be named.</p>
<p>Yes, security. It is the freedom and civil liberties of Americans that is the now common sacrificial lamb tied to the altar of security and corporate bottom lines. The Constitution is shredded and used as kindling in the fires that consume the blood offering. <p><span style="color: #000000;">Referring to a Spanish media report that U.S. prosecutors are investigating drone production in <a title="Full coverage of Venezuela" href="http://www.reuters.com/places/venezuela"><span style="color: #000000;">Venezuela</span></a>, Chavez said late on Wednesday: “Of course we’re doing it, and we have the right to. We are a free and independent country.”</span></p>
<p><span style="color: #000000;">In a televised speech to military officers at Venezuela’s Defense Ministry, Chavez said the aircraft only has a camera and was exclusively for defensive purposes. “We don’t have any plans to harm anyone,” he said.</span></p>
<p><span style="color: #000000;">“We are doing this with the help of different countries including <a title="Full coverage of China" href="http://www.reuters.com/places/china"><span style="color: #000000;">China</span></a>, Russia, Iran, and other allied countries,” he added, apparently referring both to drone construction and to other projects including a munitions and weapons factory.</span></p>
<p><span style="color: #000000;">During the lengthy broadcast, Chavez spoke by satellite link with a Venezuelan military officer at the state-owned arms maker Cavim.</span></p>
<p><span style="color: #000000;">The officer stood by a small drone labeled Harpy-001. He said it was 13 feet by 8 feet, could fly as high as 10,000 feet and for as long as 90 minutes. Venezuela has produced three of them, he said.</span></p>
<p><span style="color: #000000;">“They are made in this country with military engineers who went to do a course in the sister Republic of Iran,” said the officer.</span></p>
<p><span style="color: #000000;">Chavez, whose stridently anti-Washington politics are highly popular in his OPEC nation, has expanded ties with Iran amid growing pressure by the United States and other nations on Tehran over its nuclear program. Iran denies Western charges that it is seeking to build nuclear weapons.</span></p>
<p><span style="color: #000000;">Spain’s ABC reported this week that U.S. prosecutors in New York were looking into Venezuela’s construction of drones and purchase of drones from Iran, citing sources familiar with the investigation.</span></p>
<h2 style="text-align: center;"><span style="color: #000000;">‘INTERNAL DEFENSE’</span></h2>
<p><span style="color: #000000;">In March, U.S. News and World Report’s military blog DOTMIL quoted General Douglas Fraser, the head of U.S. Southern Command, as saying Iran planned to build “fairly limited capacity” drones in Venezuela for the Venezuelan military that were similar to the U.S.-made unarmed ScanEagle class of drones.</span></p>
<p><span style="color: #000000;">“It’s not up into the Predator class,” DOTMIL quoted Fraser as telling reporters in Washington, referring to the bigger drones that can be armed with air-to-ground Hellfire missiles.</span></p>
<p><span style="color: #000000;">He said the drones were likely for “internal defense.”</span></p>
<p><span style="color: #000000;">Iran in December said it shot down a U.S. military drone that had violated its airspace and demanded an apology from Washington. Iranian officials said later they were close to cracking the Lockheed Martin Corp aircraft’s technology.</span></p>
<p><span style="color: #000000;">Chavez said Venezuela would soon receive visits from Iranian President Mahmoud Ahmadinejad, who came to Caracas in January, as well as Belarusian President Alexander Lukashenko.</span></p>
<p><span style="color: #000000;">He scoffed at what he said would be the likely U.S. reaction to Venezuela building drones.</span></p>
<p><span style="color: #000000;">“Pretty soon someone is probably going to say there’s an atomic bomb on the tip of it,” joked Chavez, dressed in military fatigues, adding that the drone could be used in oil and mining exploration.</span></p>
<p><span style="color: #000000;">Armed drones have become a key weapon in the U.S. fight against Taliban and other militants in <a title="Full coverage of Pakistan" href="http://www.reuters.com/places/pakistan"><span style="color: #000000;">Pakistan</span></a>, sparking outrage by Pakistan’s government. U.S. officials said last week a drone strike in Pakistan killed al Qaeda’s second-in-command.</span></p>

<p>Public Intelligence, a non-profit that advocates for free access to information, released a <a href="http://publicintelligence.net/dod-us-drone-activities-map/" target="_blank">map of military UAV activities in the United States</a> on Tuesday. Assembled from military sources — especially this little-known <a href="http://www.afceaboston.com/documents/events/cnsatm2011/Briefs/03-Wednesday/Wednesday-PM%20Track-2/02-LtCol%20Howard-GBSAA%20Safety%20Case-%20Wednesday%20Track2.pdf">June 2011 Air Force presentation</a> (.pdf) – it is arguably the most comprehensive map so far of the spread of the Pentagon’s unmanned fleet. What exact missions are performed at those locations, however, is not clear. Some bases might be used as remote cockpits to control the robotic aircraft overseas, some for drone pilot training. Others may also serve as imagery analysis depots.</p>
