We have had a lot of dud Presidents, here are just the 4 recent ones.

1) Nixon 1968-1974,
Watergate, Coverup, Resignation

2) Carter 1976-1980,
Iranian embassy takeover, failed rescue mission

3) Clinton 1992-2000,
Lewinsky sex issue, impeachment

4) Obama 2008-2016,
Affordable Care Act (Obamacare)

Which one should be ranked 'first'? You could have quite a long discussion of which takes that honor.
