IRS Sent $46,378,040 in Refunds to 23,994 ‘Unauthorized’ Aliens at 1 Atlanta Address

(CNSNews.com) - The Internal Revenue Service sent 23,994 tax refunds worth a combined $46,378,040 to “unauthorized” alien workers who all used the same address in Atlanta, Ga., in 2011, according to the Treasury Inspector General for Tax Administration (TIGTA).
That was not the only Atlanta address theoretically used by thousands of “unauthorized” alien workers receiving millions in federal tax refunds in 2011. In fact, according to a TIGTA audit report published last year, four of the top ten addresses to which the IRS sent thousands of tax refunds to “unauthorized” aliens were in Atlanta.
The IRS sent 11,284 refunds worth a combined $2,164,976 to unauthorized alien workers at a second Atlanta address; 3,608 worth $2,691,448 to a third; and 2,386 worth $1,232,943 to a fourth.
Other locations on the IG’s Top Ten list for singular addresses that were theoretically used simultaneously by thousands of unauthorized alien workers, included an address in Oxnard, Calif, where the IRS sent 2,507 refunds worth $10,395,874; an address in Raleigh, North Carolina, where the IRS sent 2,408 refunds worth $7,284,212; an address in Phoenix, Ariz., where the IRS sent 2,047 refunds worth $5,558,608; an address in Palm Beach Gardens, Fla., where the IRS sent 1,972 refunds worth $2,256,302; an address in San Jose, Calif., where the IRS sent 1,942 refunds worth $5,091,027; and an address in Arvin, Calif., where the IRS sent 1,846 refunds worth $3,298,877.
Since 1996, the IRS has issued what it calls Individual Taxpayer Identification Numbers (ITINs) to two classes of persons: 1) non-resident aliens who have a tax liability in the United States, and 2) aliens living in the United States who are “not authorized to work in the United States.”
The IRS has long known it was giving these numbers to illegal aliens, and thus facilitating their ability to work illegally in the United States. For example, the Treasury Inspector General’s Semiannual Report to Congress published on Oct. 29, 1999—nearly fourteen years ago—specifically drew attention to this problem.
“The IRS issues Individual Taxpayer Identification Numbers (ITINs) to undocumented aliens to improve nonresident alien compliance with tax laws. This IRS practice seems counter-productive to the Immigration and Naturalization Service’s (INS) mission to identify undocumented aliens and prevent unlawful alien entry,” TIGTA warned in that long-ago report.
The inspector general’s 2012 audit report on the IRS’s handling of ITINs was spurred by two IRS employees who went to members of Congress "alleging that IRS management was requiring employees to assign Individual Taxpayer Identification Numbers (ITIN) even when the applications were fraudulent.”
In an August 2012 press release accompanying the audit report, TIGTA said the report “validated” the complaints of the IRS employees.
“TIGTA’s audit found that IRS management has not established adequate internal controls to detect and prevent the assignment of an ITIN to individuals submitting questionable applications,” said Treasury Inspector General for Tax Administration J. Russell George. “Even more troubling, TIGTA found an environment which discourages employees from detecting fraudulent applications.”
In addition to the 23,994 tax refunds worth a combined $46,378,040 that the IRS sent to a single address in Atlanta, the IG also discovered that the IRS had assigned 15,796 ITINs to unauthorized aliens who presumably used a single Atlanta address.
The IRS, according to TIGTA, also assigned ITINs to 15,028 unauthorized aliens presumably using a single address in Dallas, Texas, and 10,356 to unauthorized aliens presumably living at a single address in Atlantic City, N.J.
Perhaps the most remarkable act of the IRS was this: It assigned 6,411 ITINs to unauthorized aliens presumably using a single address in Morganton, North Carolina. According to the 2010 Census, there were only 16,681 people in Morganton. So, for the IRS to have been correct in issuing 6,411 ITINS to unauthorized aliens at a single address in Morganton it would have meant that 38 percent of the town’s total population were unauthorized alien workers using a single address.

This is shear bull excrement!!! We need to work harder and pay more taxes? So they can give our taxes to people that aren't really citizens. I have no problem with other nationalities of people, but I do have a problem giving money to foreigners here or abroad. The U.S. government has become so lacks with the peoples of the U.S.'s money. Money earned from the sweat of the peoples brow.

The IRS always has been a criminal organization. If enough businesses and individuals join together and boycott the IRS by refusing to file... If we could destroy that one tentacle of the beast... I know, inflation is a tax taken right out of our fiat money's value through the Fed's counterfeiting scheme, so they could just as well take our money that way and do with it whatever they wish...as they already do. So many tentacles... The shit is flying all over the place. We are hard pressed to even get a chance to fight the beast, because any move we make to get near it is blocked by the overwhelming masses of our fellow ... people who stand against us. I still hope and try to awaken more people, while preparing also for the day the doo doo hits the fan. When the beast is hungry it will come for us. Refuse to feed it. Refuse to heed it. As free people we have the right to defend ourselves and our loved ones. Agents of the beast are terrorists. Nothing can be more clear than that now. Who do we fear more--Al Quaida, North Korea, Iran, or IRS? Or CIA? Or NSA? Who threatens we the people, here on these lands? Who threatens to take our property? To imprison us? Not one of these agencies was ever designed to protect us. Rather, to protect and carry out the agendas of those who conceived these agencies. They are all criminal. They are all rogue. They are all terrorists. The long, slow coup has for some time been complete. They're just now in the long slow process of letting us know. When we realize it fully, they believe, it will be too late. But... It is never too late to awaken. Or to run, hide, and fight as need be.

Least We forget IT is Voluntary and all the above means that the Illigal Aliens were stupid enough to file and pay. The IRS then acknowledges their stupidity by sending back portions of what they paid.
If they were assigned one of the ITIN's then they paid and the fact that many had the same address is about the same as rural americans using c/o Postmaster.
Bet those address have tax preparation offices ?? and a way to Cash the Treasury Checks (refund).. Anybody live by there to check it out.
IRS Advert in Washington Paper.. Wanted Mailroom Assistant. Long hours and must be able to spot multiple maillings to same address.
This is a temporary position to replace computer system down for maintenance.

OPEN LETTER TO IRS – SHULMAN
Sir:
We are interested in obtaining some answers and clarifications that you avoided during the Congressional (Non) Hearings.
Please allow us to congratulate you on any new post you may progress to though the revolving door of government, we are certain there is a place for you and we have a future one in mind for you as well.
Perhaps you would explain and produce the law that states and proves that the ordinary working Americans must pay tax. This seems to be a major stumbling block as no one has been able to produce such a document.
Additionally, we are perplexed as to why any government agency has been formed into a corporation. In the IRS case it reflects confusion as to the agency being domiciled in Porto Rico, actually outside the USA.
Perhaps the agency is geographically confused – It must be to send thousands of refunds to the Same Address.
Recently, we see details of IRS agents training on automatic weapons and as the agency appears to Now be mandated to Enforce Obamacare (Less) what instance would require an accounting clerk to call On a citizen while armed with an assault weapon.
As to the IRS targeting of certain groups, well, we all feel targeted by and envision Bull’s-eye targets set up in the firing range with our images for the agents to practice on. Women - Children and our dogs?
You may be called upon to answer these and other rather pressing issues by a Citizens Grand Jury and You should hope that it occurs sooner than later as we have heard other groups are busy Heating Tar Pots and the wives are cutting open old pillows for feathers.
