Leaderboards displays Top Content and Top Members.
Top Content is determined by the number of comments a content item has, the newness of a content item, and the number of "Likes" it has, as well as if it has been "Shared" a lot or not. The newer an item is, the more that will count in favor of it being considered as Top Content. With regards to members, then, this criteria plus how active a member is on the network are what determine if someone qualifies as a Top Member on the network or not. Featuring a member allows you to highlight a particular member without regards to any criteria, and is not figured in to how content and members are determined in the Leaderboard.
