When chloramine and ammonia are mixed in an uncontrolled manner, they will form trichloramine gas, which is very poisonous. Water companies will tell you that they go to great lengths(including adding more chemicals such as caustic soda) to make sure the water is the right pH and temperature before they mix just the right amount of ammonia into the chlorine to form monochloramine. After the water leaves the plant, is when the trouble starts. The monochloramine starts to break down to its other species, dichloramine and trichloramine which are the skin and respiratory irritants. When you take a shower, the hot water and aerosolization of your showerhead further creates more di and tri chloramine. There is no filter that will adequately remove chloramine at a reasonable cost.
