These things are popping up in Rural America all over and kept secret until the time they start to move. A group named McCallum Sweeney Consulting seems to do most of the dirty work for these site selections. I can only go by this one proposed here, but it involves TVA and what appears to be the Railroad, promising the possibility of jobs after development of the area. In NC it is the Piedmont Triad Partnership, so I'm guessing it varies to some degree. To be a Megasite it must be at least 1,000 acres of land, here in Jefferson County though it is over 1800 acres.   The M.O. here is usually farm land but always rural. They look for an area with a railroad and Interstate (s). I've heard gas lines too, but that isn't confirmed. TVA is government owned. It would seem they like farm land and land that is not for sale over land that is.    Northeast Randolph Property Owners,

The use seems to be more to development through Eminent Domain, though Commissioners seemed to be against it... for now.
