The sight of militarized police units swarming the streets--armed as though they were in a combat zone--will become more commonplace. And they'll always tell you it's for your own safety, because there's a dangerous killer on the loose, and they want everyone to stay inside while they hunt for him.

What they're actually doing, of course, is getting people used to the idea of having a boot on their necks.
