Richard D. Fry, Esquire, is General Counsel and a Director of Revitalizing the Second Amendment, a 25-year attorney, a constitutional attorney, and has served as a civil litigation attorney for 15 years.

Richard lives in Olathe, Kansas, and is active in his church, community, state, and country. Richard has served as a Legislative intern, a financial analyst for a Fortune 100 company and as a member of C.E.R.T. (Community Emergency Response Team), which is part of the National Emergency Preparedness Program. Richard also was elected as Kansas delegate to the Continental Congress in 2009, served as chairman of both the Constitutional Governance and Administrative Processes Committees, and co-authored, the “Articles of Freedom.”

Richard is the founder of November Patriots. His efforts were instrumental in the introduction and adoption of the Kansas 10th Amendment Resolution 2009-2010. As co-founder of the Stop Obama Care in Kansas Initiative, Richard’s work resulted in Governor Brownback returning the Early Innovative Grant (EIG) monies ($31.5 million) in August, 2011. Richard has testified before multiple state legislative committees, conducted briefings for state legislators and Members of Congress, spoken at press conferences and in briefings on Capitol Hill, consulted and advised Members of Congress, their staff, state legislators, and presidential candidates.

In February, 2011, Richard spoke at a Congressional briefing on Restoring Constitutional Governance sponsored by the Patriot Coalition and the offices of Congressmen Michelle Bachman of Michigan and Steve King of Iowa. Richard currently serves as general counsel for the FIRE Coalition (www.firecoalition.com), the nation’s largest immigration law enforcement group; as general counsel for the Patriot Coalition (www.patriotcoalition.com); on the Legal Team for The Intolerable Acts Action Center (www.theintolerableacts.org) a national project of the Patriot Coalition and Oath Keepers against the 2012 National Defense Authorization Act), and has co-authored a series of NDAA resolutions that have been introduced in multiple state legislatures, county commissions, and by county sheriffs. Richard is lead counsel for the Citizens’ Constitutional Caucus. Richard, also, serves as general counsel for Revitalizing the Second Amendment (www.rt2a.org).
