I saw this first hand, the same situation. A young man looses it and hanged himself. He was facing two years and told everyone, including the guards, repeatably that he would commit suicide that very day.
He was in a cell that had a vent on the ceiling which was secured with a master lock, yep , a lock. He easily used this for the noose.
This was the only cell in the place with this crappy device after recent maintenance.
We screamed for a guard, it took an easy 5 minutes for them to arrive, and when they did, they left him there, still breathing for another 5 mins until paramedics came.
When they cut him down, they just sliced the rope and let the guy drop to the ground - thump.
By this time he was blue, like I have never seen before, and now quite apparently dead.
Dead man cant testify in a civil suit , about the request for help he sought or the easy access to a lock he used t do it.
I believe they let him die for this reason, like cops who are trained to only shoot to kill.
