A man with a gun was seen at the Fort Sam Houston gate on Binz-Engleman Road, said Brent Boller, spokesman for Joint Base San Antonio.
He said he had heard people reporting that shots had been fired around 3 p.m.
Chopper 5 was on the scene by about 3:15 p.m. and broadcast images of one victim being rolled on a stretcher to an ambulance.
The victim was transported to San Antonio Military Medical Center. There was no word on the victim's condition.
