There is no safe orderly migration system if the path to such a system leaves behind it roads and jungles littered and strewn about with rotting corps. For everyone that makes it there is any number of others left behind who perish along the way. They have all been sold a false dream and there is no concern for their welfare. The mass migration is nightmare dream for them and everyone else expected to cater for those lucky enough actually make it bringing disease, false papers, and crime. There won't be high numbers of women or children. The news isn't looking good.
