The answer lies in the question, W.H.O. and in reference to the new binding amendments going down in May the bigger question is were the amendments legally passed to put forward in the first place, if not then they would be non-in void for all countries (not just the few small countries formally rejecting them). I have hope that will turn out be the case but it might take a fight. There has been very little said about this on any social media that I've noticed but mentioned by some writers on substack.
