Thank you for your show I have become an avid listener and loyal fan. I am a Port Security Officer at a restricted access port facility that is regulated by the TSA and Coast Guard and have been there for several years.

Almost two years ago we came under the TSA's Transportation Workers Identification Credential (TWIC) system. Under this system all employees and visitors that require regular unescorted access to the facility are required to have this TSA issued ID card that includes biometric thumbprint data. It is similar in appearance to the new military ID cards and meets the description of the ID cards referred to in the article "DHS Conducts Nationwide ID Authentication Test For Emergency Preparedness" that you have linked to on your web site.

When applying for the card applicants have to give a lot of personal information and have digital prints taken of both thumbs all fingers and both complete hands. This is all stored in their database along with a digital photo and name then stored in a database. The card also has an RFID tag imbedded in it. Applicants of course also have to go through an extensive background check. The Coast Guard is given the responsibility of ensuring compliance with the program and we are required to ask people entering the facility for the card as part of our security screening methods and to inspect the card for authenticity according to a number of security features that are built in to the card. (interestingly enough many TSA employees at airports are totally unfamiliar with the card and see them for the first time when a card holder presents it as ID at the airport.)

Separately the facility also issues there own picture ID that has an RFID tag imbedded that is used in conjunction with proximity readers linked to a computer system and software that opens gates and doors throughout the facility for authorized users. When a card is scanned the users picture and other information appears on a computer screen that is monitored by security personnel, this is pretty standard throughout the industry.

It has recently come to my attention that the Department of Fatherland Insecurity is going to soon be implementing a new program throughout the country at many types of facilities that will bring them under their control as well. Under this program the facilities will be forced to comply with additional security measures. I am told by my supervisor that our facility will have to stop using their own ID card for access and the readers will be programmed to read the RFID chip in the TWIC cards instead, and as a means of screening the person attempting entry. In addition to this rather than using just a visual screening of the cards for security features they will have to place their card in a special reader and a hand on a digital hand scanner that will read their fingerprints and compare the image to the one stored in the database from when they got the card. I have no doubt that is equally alarming to you and your listeners as it is to me. Boiled frog legs anyone? Just add tobassco.
