I would be very interested in how you could possibly equate this EO as a Declaration of Martial Law? A seizure of assets belonging to a foreign dictator in this country is actually a duty of the P(rimary)resident. I do not agree with it, but it certainly has nothing to do with Martial Law. Hell, look up the term, "Civilian Rule", and we have been under that since the "Reconstruction"

Was this done to freeze the assets of The Ruling QADHAFI Family?

Sec. 11.  The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to determine that circumstances no longer warrant the blocking of the property and interests in property of a person listed in the Annex to this order, and to take necessary action to give effect to that determination.
