It has gone on for decades (minorities shooting each other in cities like Detroit and Chicago), then law abiding citizens move out to get away from the crime until only a vast majority of minorities are left, the cities become more progressive (no prosecuting of crimes, defunding police, "diversity is a strength" urban jungles), then the crime escalates even more. Which shows what happens when minorities have their own Wakanda, because there is not one example of a city becoming a utopia once this process begins.
