Targets who put up a fight, they said, were dangled over balconies, threatened with the seizure of their homes, held in hotel rooms for days, or beaten as the officers kept score on who could inflict the most debilitating injuries.

Elite Philadelphia narcotics squad are just doing their job,...apparently. I are missing something. The jury 'found' them not guilty. This is where the 'legal fiction' admiralty jurisdiction merchant law thing must be at work. In common law there must be harm and or loss to have a crime, there must be a victim. The only harm and loss I see is the beating people (and keeping score = victim) and hanging people over balconies (victim), stealing fiat currency etc (victim). There is something missing here. Some how we are 'consenting' to this out of ignorance.
