if i heard it right, this anime i've done several years ago sounds like what he saw. it was minutes later similar sightings were seen as the phoenix lights. this was right when boeing moved its head quarters from seattle to chicago. also the tr-3b is an air ship that might be a black book project and responsible for these aircraft sightings.
