DHS Chief Napolitano: Military to Aid Civilian Cybersecurity

Dept of Homeland Security (DHS) Chief Janet Napolitano has confirmed that Super Secret Spooks from the Dept of Defense—Natl Security Agency (NSA) will be engaging in joint operations with DHS to aid in domestic civilian cybersecurity matters—sounds a heck of a lot like spying on Americans?
Napolitano assured privacy advocates that DHS is very cognizant about privacy and civil liberties issues, claiming that it has incorporated into the agreement between DHS & NSA a memoranda requiring safeguards to defend citizens rights, whatever that is supposed to mean?
What’s wrong with the 4th Amendment isn’t that sufficient for DHS & NSA?
In 2009 DHS published an unclassified indictment of Conservatives for stoking Rightwing Extremisim which asserts with no evidence that an unquantified “resurgence in rightwing extremists recruitment and radicalization activity” is due to home foreclosures, job losses and the historical presidential election.
