How the hell does one of the worlds largest corporations know FOR SURE that there will be a pandemic and also that FOR SURE, the WHO will declare a pandemic. This document is from the year 2006. WTF?

Supposition: The elite wouldn't want to work so hard to build IBM up to where it is today only to have it come crashing down (loss of elite revenue) during a planned pandemic.
The author of this document may not have known exactly who would cause the pandemic, but they were aware that a deliberately planned pandemic would be unleashed upon the world. But someone did. My guess is that they are a "plant" from the elite. This is just TOO juicy a presentation to be a simple, subtle message to control a few people's actions. This is "disaster recovery" at its finest. Thus the need for the document to allow corporate operations to continue uninterrupted (We can't have a loss of revenue, can we???).
I'm not sure which is worse...the fact that the elite are trying to commit planet-wide mass genocide or that they have decided that they can "play God" and decide who lives and who dies!
