I first heard about the GWEN transmitting hardware (supposedly for protection of US nuclear weapon launch facilities) in Dr Robert Becker's "Cross Currents" (Pub. Tarcher 1990).
Becker pointed out that the GWEN hardware was transistor based, and even if housed in 'hardened' facilities would be at risk from an EMP attack AND that the Soviets knew the locations of all GWEN stations.
Becker theorised that in combination with cyclotron resonance, the GWEN stations, which are positioned 200 miles apart accross the US, with a transmission range of 250-300 miles, could be utilised in inducing behavioural modification of the population.
