Hoax. Look at the logo at bottom right. The Rep. for the 12th Dist. of Pa is a Republican and the video is from The Onion. I've got to admit ... they had me going for a minute. I didn't find the information about the hoax until I went searching for the bill itself.
It's a VERY good hoax. How the heck did they do it?
