This isn't actually technically correct, the card will contain an RFID with a unique number that when scanned by the local stazi enforcer connected to the NCIC network. Will bring up all available data on you. The tracking comes into play when you (coming soon) enter a wal-mart and they have an RFID scanner at the front doors that will ping your ID if you don't have thin steel inserts in your wallet. The scanner connected to a government server then will then be able to keep tabs on the individual available upon request to anyone in the federal system. The RFID does not have the ability to communicate with a GPS or Cellular network by itself. I'm more worried about having to thumbprint to get a license.
