One of the first teams of heavily armed police to respond to Monday's shooting in Washington DC was ordered to stand down by superiors, the BBC can reveal.
A tactical response team of the Capitol Police, a force that guards the US Capitol complex, was told to leave the scene by a supervisor instead of aiding municipal officers.
The Capitol Police department has launched a review into the matter.
Aaron Alexis, 34, killed 12 people at the Washington Navy Yard.
"I don't think it's a far stretch to say that some lives may have been saved if we were allowed to intervene," a Capitol Police source familiar with the incident told the BBC.

Also you people have in mind that nobody was killed here- just remember all those false victims on the Boston-public-crime-scene, and consider that this was fully-closed & prohibited building..they could say whatever they need to.They didn't allowed SWAT to enter-naturally.
The whole thing is another false-flag, similar to Boston...Alexis maybe doesn't even exist..and if he does, he has no clew on this, just consider that too, as a possibility.
When I heard of him hearing voices I truly believed he was part of a mind controlling scheme. The fact that they didnt take him out right away told me the same. If they had killed him it wouldnt have served their objective of removing our gun rights.
And not even an eyebrow is raised within the article.
