Quite often Israel makes international gestures toward the Palestinians in the form of diplomatic talks, with strings attached. The Palestinian leadership could not possibly accept these prerequisite demands, and the Israelis then claim the Palestinians have no interest in the peace process.
By this same token, the United States and South Korea have no interest in peace with the DPRK. North Korea has laid out conditions for diplomacy, but the South claims these conditions are “incomprehensible.” To some, these demands may seem unreasonable, but from the North’s perspective it only makes sense they would demand a permanent end to joint military drills between the United States and South Korea; especially joint military drills with nuclear armed bombers flying along the border of the two Koreas.
