About 9am specialist armed officers were spotted running up the stairs at the King St entrance, looking into the windows.
Witnesses reported seeing teams of heavily armed police entering the front and rear of the Westfield building after 6am.
Lake Illawarra police were called to a cinema complex at the corner of King and Cowper Streets about 6.10am after security reported two people had entered the building.
Police have closed the shopping complex and set up a command post.

The Warrawong McDonald's did a roaring trade yesterday morning as a crowd gathered in the car park to witness the police lockdown taking place across the road.
The normally busy Westfield Warrawong - the major shopping centre between Wollongong and Shellharbour - had been shut down following reports of gunmen inside.
