Just like they reportedly knew, were watching or had received tips on:  the Orlando shooter, the San Bernadino shooters, Las Vegas shooter, Oklahoma City bomber, 1993 WTC bombing, Sandy Hook, Fort Hood, to name a few...why waste time and money when they can't or won't do anything before the event?
