History buffs are aware that this was the English marching tune played by the British bands when Cornwallis surrendered to Washington in 1781 at  Yorktown.

However, political pundits of today may well regard the term as one  describing the reversal of scandals wherein the normal state of affairs of  Republicans being seen as engaging in sexual scandals and Democrats being prone  to those involving money have been reversed.
