It depends on a few critical things...the first is how the mission is presented to the men (these are not Americans, they are terrorists), and almost if not more importantly, ensuring that if (for example) the unit is to be operating in Californians there are no Californians in unit.....

I'm afraid the answer is that troops will shoot Americans because a) the troops won't be US citizens and b) the targets will be made to sound legitimate.
