It seems that everywhere I've lived, the sheriffs are always more corrupt and ruthless than the police. Has anyone else noticed that?
Yep. FWIW: When I used to live in Dallas, I knew several people that had known Bill Decker. They said he was a snake in the grass.
Yes, and Bill Decker always claimed that Oswald was guilty yet Dallas Police Chief Jesse Curry said there was not one shred of evidence that Oswald shot Kennedy.
I remember the assassination and the murder of Oswald. I saw it LIVE on TV. I also worked in Dealey Plaza for five years. I also wrote a short E-book about the assassination.
That day the Dallas Sheriff (Bill Decker) told the Dallas Deputy Sheriffs to all stand out in front of the Sheriff's office on Houston Street and to NOT take part in motorcade security. It was the Dallas Sheriffs that made most of the arrests that day. It was the Dallas Sheriffs that processed all the witnesses. It was Dallas Sheriffs that removed bullets from the crime scene. It was the Dallas Sheriffs that let the "Three Tramps" go. It was a Dallas Sheriff that was on the roof of the Records Building with a rifle during the assassination.

We can't blame this on the Sheriff. The Dallas Police were ordered to transfer Oswald to the Dallas Sheriff but he was still in police custody when Ruby shot him. BUT, the order to transfer him at that particular time had apparently come from the WH. According to newspaper reports, Ruby had plenty of opportunity to shoot Oswald over the previous two days while he was in police custody. But he waited until the transfer when the garage was full of reporters.
