After Hurricane Katrina, the Army Corps of Engineers told major media, including the New York Times, that New Orleans officials played a contributing role in the failure of flood walls along the city's drainage canals and the resulting catastrophic flooding. For several years, Corps spokespersons spread this consistent and false message regarding the failure of the 17th Street and London Avenue Canals. Now, the top commander for the Army Corps of Engineers who was in charge after the 2005 storm, has admitted that he relied on things he had "heard" and that had not done any research when he fingered local officials. This remarkable confession came when Lt Gen Carl Strock was confronted with documents obtained by Levees.org in a records request to the Army Corps New Orleans District.
