There's tens of millions more, who are making $25,000/year, than there are those, making $100,000+/year - much more work, and justification for existence [IRS] at the bottom, than at the top.
"You're a homicide detective (POLICE/CORPORATION) in a city (CORPORATION), and you get told that you can't go and investigate the homicide, and or, go after the suspect, until the City Council votes on it..."
