This seems like a sociology experiment ~ just incredible ... this is what happens when strong family ties are discouraged and people become less and less independent and more like domesticated  animals who look to there masters for protection and food ..  just my opinion getting people use to seeing people (families) in a prison environments and seeing military around most people have never heard about posse comitatus 

18 USC § 1385 - Use of Army and Air Force as posse comitatus

Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both.
