Seat belt rule was introduced without people consultation, like most of the rules. Daylight saving comes to mind among others.

The police view any road traveller as simply an inmate, in their own little mobile prison cell . A slow moving target for revenue collection of the future. The seat belt issue is a real bugbear pain, cops want to see you Strapped in - like a real road slave.
