If someone is boycotting a place, they don't go there.  That is the literal definition.  Boycott definition is - to engage in a concerted refusal to have dealings with (a person, a store, an organization, etc).  

Now Israel has said Tlaib can visit her 90 year old grandmother and she is refusing because Israel is "oppressing" her.
