Right. HAARP is probably mobile by now. Cell phones getting smaller, laptops-you name it. People almost always want a compact version of any product, (and the HAARP technology is a product i.e someone paid for it and somebody profited from it.) especially military. If we are just now seeing a HAARP facility on conspiracy theory-that technology is probably at least fifty years old.
A friend of mine went to the CIA museum recently. He said there were two dragonflies in a glass case. One of them was a spy camera. The other a real dragonfly. You could not, with the naked eye through the glass case, tell the difference between organic and artificial . Both dragonflies were from the 1950's.

The thing that creeps me out the most about HAARP is it's location. It's in a semi-remote part of Alaska where most people will never visit.
