Why don't they just Tax teh biggest cause of death and disease in the world the way it should be ? Yes ALCOHOL it pays pennies and causes 90% of all diseases and deaths in the world it is worse than CRACK and HERION COMBNED

As far as the Federal government withholding from states that do not comply with Obamacare, the states can overstep this issue with ease. All the states has to do is pass a law that all federal income tax must be paid to the state, rather than the IRS and federal government, then the state takes its cut and pays the federal. Basically the state becomes the federal tax trustee.
