What they mostly mean, of course, is "black" and other non-White teens. Like when they say "youths" carried out a gang robbery of stores, or a flash mob of "youths", or police are looking for "youths" that raped and killed a woman. The Cincinnati main public library had a good answer to youths loitering en masse, they installed speakers out front and played classical music through them. And one guy who owned a convenience store in a not great part of Cinci had heavy metal music playing through his. Both worked.
