Dzhokhar Tsarnaev just before his arrest, while he was being shot at (unarmed), screams out:

"We give up! We didn't do it! We didn't do it!" (Both repeated several times)

Audio isolated further using clone ensembles "vocal trap", equalizer and audacity noise removal tool. Also normalized. Two clearest parts, and the "we didn't do it" is looped three times. Complete original bystander video may be found elsewhere on youtube, here:

This is only a little clearer than the source video, but its clear enough for anybody to recognize "we didn't do it" with 100% certainty (unless they have hearing issues perhaps), and also without having gunfire and police shouting to listen to etc.

Very worth checking the original for the context and all of what is said. I just did this, so the audio was clearer. Here "we didnt do it", is unmistakable.

Its been pointed out, that the shouting first says "we give up" (not chill out) having heard some other very good isolations, I agree.
