Joe, you are right. The law suit will fly if the police department, and the city has a law suit filed against them; but a law suit could not be accepted by the county or the state since, basically, it wasn't their specific jurisdiction.

Why stop the lawsuit at the cops? Sue the city, the county, the state, the governor, the police chief, the mayor, the city counsel, and press criminal charges.
