The video segment showing the use of the mannequin was from a portion of a video about the situtation in NYV being reported on New Channel 4 in the UK.

At 23:26 on the video segment a man is explaining the function of a ventilator and then the next scene is of an instructional lab where a Respiratory Therapist is simulating with a mannequin set up as a patient on a ventilator.

I checked and found that the uniform worn in the video segment by the person transporting what appears to be a body or something on a stretcher is in fact the uniform of patient transporters at Brookdale University Hospital in Brooklyn, NYC.

Note the sign on the door in the video at 4:38. It indicates Brookdale.  This is a university hospital in Brooklyn, New York. Above this sign on the door is the name of the unit which is 

MICU #2 beds 11-16. 

Also note the segment at 4:47 where something is being transported via stretcher down a hallway. You can not tell if this is a body being transported but note what is being worn or not worn by the transporter. If this were a dead body from COVID 19 the transporter would be in full protective PPE. Also note where the video segment was taken.  There is a sign on a door that they pass that indicates radiation policies. Most likely this is a part of Radiology.

What is the source of this news broadcast in the media? Note in the video segment also that the I.V. fluid has not I.V. tubing connected. This is additional proof that this is a training session video segment. I can not see the ventilator well enough in the video segment to see the readings and if it is even on.  We should all find the source of this video segment and task the media that used it to give an explanation. Also the video segment with the EMTs and Paramedics with the ambulance may also be a training session. Hospitals do this all the time for training.   Again why would the media use this and how did they obtain it if this is a training video?

Another thing to consider is that it is a HIPPA violation to show photos or video of patients in hospitals.

I agree that this is a mannequin and notice the sign on the wall. This appears to be a training area. The question is why are they using this in a news report without telling the viewers that this is a training area.
