It probably became a tyranny starting in 1913 or so, if not earlier, involving not only monitoring communications, and not even requiring a dictatorship. Instead, it involved consumer spending and financial speculation to create illusions of freedom and choices, and creating enemies abroad in order to justify more credit creation and the ability to control.
