This looks like it was fenced to keep them safe, what if it's really a trap. Once all the swamp rats file in theirs no getting out.
All communications could be shut down.
Military could keep them in, take away any arms, phones ext.
FEMA is to provide cots, blankets, food, medical.
Military tribunals could be held right there in the capital building.
