This plane appears to be manned, with the camera operated from the ground. Minimum, all elected officials in this town should be voted out. Someone OK'd this spy equipment and the funds to operate it.

A much better deterrent to crime would be allowing law-abiding citizens to have concealed carry permits. Better to stop a crim from occuring than watch video of it later. However, I've heard that it's almost impossible for ordinary citizens to get a permit in L.A. County.

Until last year, I lived a 15 minute drive from L.A. County. Now, I live 400 miles to the north. One of the main reasons for the move was to get away from L.A.
