In February 2009, French Health Minister Roselyne Bachelot asked a group of constitutional law experts for their opinion on whether imposing a vaccination plan on the entire French population was illegal and unconstitutional or not.
In February 2009, French Health Minister Roselyne Bachelot asked a group of constitutional law experts for their opinion on whether imposing a vaccination plan on the entire French population was illegal and unconstitutional or not.
The experts concluded in a memo that it in circumstances of exceptional gravity, such as under a severe pandemic, the people of France could be forced to take the vaccine and could be deprived of their civic rights.
