Uruguay's government apparently plans to take a step beyond legalizing marijuana: It wants to sell it.

Local news media cited unnamed ruling-party lawmakers saying that the government planned to send a bill to Congress on Wednesday that would legalize marijuana sales as a crime-fighting measure. Only the government would be allowed to sell the marijuana cigarettes, and only to adults registered as users.

Here is a very interesting article from Uruguay. First in Spanish and then English

http://www.elpais.com.uy/130302/pnacio-699533/politica/marihuana-so...

The State will provide between 20 and 40 licenses to private companies interested in producing marijuana. Maximum may be planted 20 to 30 acres of the drug across the country.

The Political Bureau of the Frente Amplio received yesterday at the Presidency pro-secretary Diego Canepa, and the director of the National Drug Board, July Calzada, who explained the scope of the bill to legalize the sale of marijuana.

Calzada told El Pais that three types of licenses granted to private to enable the production, processing and distribution of cannabis. The licenses will cost and delivered to persons who demonstrate "moral fitness".

"What we want is to have a very clear idea of who the licensees. It can be anyone, should have had no trouble with the law," said Calzada. Also require that the licensee is up with the Internal Revenue Service (DGI) and the Social Security Bank (BPS).

The state will provide between 20 and 40 licenses for the production of marijuana across the country estates, not exceeding an acre. "Surely than 20 hectares will be planted and if given 40 licenses, could be 30 hectares across the country," said the director of the Board of Drugs.

The calculation is based on the volume of consumers that exist in the country, which according to surveys is 20,000 daily and 120,000 a year.

Consumers receive the drug up to 40 grams of marijuana in bulk per month. There will be three types of substance, but the containers are generic and have no distinctive for not promoting consumption. In turn, they prohibit advertising of drugs.

SAFETY. According Calzada, security of land where marijuana is grown not be a problem. "Plants do not flower every day, there is a period in which it is grown like any other plantation and I see a safety problem."

"A priori not provided any safety device for the premises where marijuana plant, but it will be something that we study in due course," Calzada said.

The chief argued that the country is distributed much more complex substances, such as opiates, so I do not understand why they should take special security conditions.
