Uruguay's government apparently plans to take a step beyond legalizing marijuana: It wants to sell it.

Local news media cited unnamed ruling-party lawmakers saying that the government planned to send a bill to Congress on Wednesday that would legalize marijuana sales as a crime-fighting measure. Only the government would be allowed to sell the marijuana cigarettes, and only to adults registered as users.

El Estado concederá entre 20 y 40 licencias a privados interesados en producir marihuana. Como máximo se podrán plantar entre 20 y 30 hectáreas de la droga en todo el país.

La Mesa Política del Frente Amplio recibió ayer al prosecretario de la Presidencia, Diego Cánepa, y al director de la Junta Nacional de Drogas, Julio Calzada, quienes explicaron el alcance del proyecto de ley que legaliza la venta de marihuana.

Calzada dijo a El País que se otorgarán tres tipos de licencias a privados para habilitar la producción, elaboración y distribución de cannabis. Las licencias tendrán un costo y se entregarán a personas que demuestren "idoneidad moral".

"Lo que pretendemos es que haya una idea muy clara de quiénes son los licenciatarios. No puede ser cualquier persona, no debe haber tenido problemas con la Justicia", dijo Calzada. También se exigirá que el licenciatario se encuentre al día con la Dirección General Impositiva (DGI) y el Banco de Previsión Social (BPS).

El Estado entregará entre 20 y 40 licencias para la producción de marihuana en todo el país en predios que no podrán superar la hectárea. "Seguramente como máximo se plantarán 20 hectáreas y si se dan 40 licencias, podrían ser 30 hectáreas en todo el país", aseguró el director de la Junta de Droga.

El cálculo se hace en función del volumen de consumidores que existe en el país, los que según encuestas son 20.000 diarios y 120.000 al año.

Los consumidores de la droga recibirán hasta 40 gramos de marihuana a granel por mes. Habrá tres tipos de sustancia, pero los envases serán genéricos y no tendrán ningún distintivo para no promover el consumo. A su vez, se prohibirá la publicidad de la droga.

SEGURIDAD. Según Calzada, la seguridad de los predios donde se cultive la marihuana no representará un problema. "Las plantas no florecen todos los días, hay un lapso en el que se cultiva como cualquier otra plantación y no veo un problema de seguridad".

"A priori no está previsto ningún dispositivo de seguridad para los predios donde se plante marihuana, pero será algo que estudiemos en su debido momento", dijo Calzada.

El jerarca argumentó que en el país se distribuyen sustancias mucho más complejas, como derivados del opio, por lo que no entiende por qué se deberían adoptar condiciones especiales de seguridad.
