Exactly, what a paradox, it is an illegal law. What makes it more confusing is that Justice John Roberts has declared it unconstitutional . Based upon the fact that it DOES generate revenue and was introduced in the Senate instead of the House, as only the House has the power of the purse, bills generating revenue MUST be introduced in the HOUSE. What a mess!
